New User Registration

Please Note: Once a User Account is created, the Username is locked and cannot be changed. Because of this, when creating a new User Account “Universal” Usernames (user friendly for multiple users) are preferred; rather than “Personal” Usernames (personal initials of individual setting up user account).

The User Account Password and Secret Question can be changed at any time however, as well as the User Account Contact information including name, email and phone number. For this reason, User Accounts with “Universal” Usernames are the most manageable and efficient way to access records in this system; especially in the event a transition in facility personnel or reporting contact occurs.

Tips for Universal Usernames:

  • Reference name of Site, Facility, Company or Organization
  • Recognizable to multiple users within an organization or outside consultants
  • Must be a Single Word with 8-12 Characters (alphanumeric characters are allowed but not required)


Please Note: Provide a valid Email address that is actively monitored. The MN EPCRA Program will send information regarding Annual Reports to the email address listed for this User Account. System generated notifications regarding account access and report submission status will also be sent directly to this email.

If possible please consider providing a shared, common or general email address so that system email notifications may be seen by multiple individuals in the event the primary account contact is unavailable or unreachable.

Outside / Third Party Consultants:

Please utilize a facilities’ User Account to access this system. If the facility does not have an established User Account, please create a “Common” account on behalf of the facility. Most importantly, provide a valid email address for a facility point of contact so that system notifications are sent directly to the facility/organization that is subject to reporting.
